She underscored the need for any settlement to consider the rights of affected countries, guarantee their security, and achieve a balance that supports regional and global stability. The speaker, speaking on behalf of the President of the National United Council, Sacaa Gabash, highlighted the diplomatic role of parliaments in responding to challenges and fostering responsible dialogue, cooperation, and consensus-building to strengthen stability and safeguard democratic institutions in the face of emerging threats. The conference, which brings together the heads of parliaments from the Mediterranean Sea region and the Gulf Cooperation Council, is of paramount importance, as it marks the first-ever meeting of its kind within the framework of the Mediterranean Parliament. It takes place against the backdrop of escalating political and security challenges, underscoring the significance of parliamentary engagement in upholding stability and bolstering democratic institutions.
الإمارات: الاعتداءات الإيرانية الإرهابية انتهاك صارخ للقانون الدولي وتهديد خطر لأمن الملاحةأكدت النائب الثاني لرئيس المجلس الوطني الاتحادي، مريم ماجد بن ثنية، أن العمل البرلماني المشترك يكتسب أهمية متزايدة في دعم الجهود الدولية الرامية إلى حماية الممرات البحرية وضمان حرية الملاحة، وتعزيز آليات المساءلة الدولية، والإسهام في الدفع نحو مسارات الحوار والتهدئة، بما يعزز فرص الحلول السياسية المستدامة.
وقالت إن دولة الإمارات العربية المتحدة تؤكد أهمية أن تستند أي تسوية إلى مراعاة حقوق الدول المتضررة، وضمان أمنها، وتحقيق توازن يدعم الاستقرار الإقليمي والدولي. وأكدت في كلمة ألقتها نيابة عن رئيس المجلس الوطني الاتحادي، صقر غباش، خلال مشاركتها، أمس، في القمة الأولى لرؤساء البرلمانات التي نظمها برلمان البحر المتوسط في مدينة بودفا بجمهورية الجبل الأسود، أن الدبلوماسية البرلمانية تعكس قدرة المؤسسات البرلمانية على التفاعل المسؤول مع التحديات، من خلال تبني مواقف واضحة، وتعزيز التنسيق، والانخراط في حوار بنّاء يسهم في ترسيخ الأمن والاستقرار وخدمة المصالح المشتركة.
ضم وفد المجلس الوطني الاتحادي المشارك في المؤتمر كلاً من آمنة علي العديدي، وسعيد راشد العابدي، ومضحية سالم المنهالي، أعضاء المجلس الوطني الاتحادي، والأمين العام المساعد للاتصال البرلماني، عفراء راشد البسطي. وأكدت مريم ماجد بن ثنية أن الاعتداءات الإيرانية الإرهابية الغاشمة - التي استهدفت دولة الإمارات ودول الخليج العربي والأردن، والتي بدأت في أواخر شهر فبراير من هذا العام، واستمرت عبر موجات متلاحقة من التصعيد، وصولاً إلى الهجمات التي وقعت قبل أيام، واستهدفت منشآت إماراتية حيوية، حتى بعد إعلان الهدنة - تشكل انتهاكاً صارخاً وجسيماً للقانون الدولي، واعتداءً مباشراً ومتعمداً على سيادة الدول وأمنها واستقرارها، وتقويضاً لحرمة المنشآت المدنية والبنية التحتية الحيوية، وتهديداً خطراً لأمن الملاحة في الممرات البحرية الدولية، وللاستقرار الإقليمي والدولي.
ولفتت إلى أن آثار هذه الممارسات امتدت إلى الاقتصاد العالمي، وأمن الطاقة، وسلاسل الإمداد، الأمر الذي يستدعي موقفاً دولياً مسؤولاً، يعكس التزاماً جماعياً بحماية الاستقرار وصون قواعد النظام الدولي. وشددت على أن الدبلوماسية البرلمانية لم تعد خياراً مكملاً، بل أصبحت خط الدفاع الأول عن استقرار الدول، وصمام الأمان لصمود مؤسساتها الديمقراطية في مواجهة الأزمات، ويظل الرهان قائماً على برلمانات واعية، ومواقف مسؤولة، وتعاون بنّاء يعكس إدراكاً مشتركاً بأن استقرار الدول مترابط، وأن أمنها مسؤولية جماعية.
وأكدت أن هذا المؤتمر يكتسب أهمية استثنائية، إذ يجتمع رؤساء برلمانات دول البحر الأبيض المتوسط ودول الخليج العربي، في أول اجتماع من نوعه ضمن إطار برلمان البحر الأبيض المتوسط، بما يؤسس لمرحلة متقدمة من العمل البرلماني المشترك، وينعقد في ظل تحديات سياسية وأمنية متسارعة، ما يبرز أهمية دور البرلمانات في دعم الاستقرار وتعزيز صمود المؤسسات الديمقراطية، حيث يعكس اختيار الدبلوماسية البرلمانية محوراً للمؤتمر أهمية الحوار البرلماني في تعزيز التواصل وتقريب وجهات النظر واحتواء التوترات.
وقالت: «نجتمع اليوم حيث يلتقي البحر بالتاريخ، وتلتقي الشعوب على ضفافه منذ قرون، في مشهد يجسّد عمق التواصل الإنساني الذي تقوم عليه علاقات الدول، وهو ارتباط تاريخي تشترك فيه سواحل البحر الأبيض المتوسط وسواحل الخليج العربي، بوصفها فضاءات حيوية للأمن والاستقرار وحركة التجارة الدولية»، مؤكدة أهمية أن تتعزز حماية هذه السواحل والممرات البحرية، في ضوء ما شهدته منطقتنا من اعتداءات طالت أراضي ومنشآت حيوية، وما ترتب عليها من تداعيات امتدت إلى أمن الملاحة البحرية والاقتصاد العالمي. وأضافت: «في وقت تتعزز فيه أهمية هذا التواصل، تبرز تحديات تمس جوهر الاستقرار الإقليمي والدولي، حيث تشهد منطقتنا تطورات متسارعة ترتبط بتصعيد خطر، يفرض على البرلمانات مسؤولية التعبير عن مواقف واضحة، متوازنة ومسؤولة، تعزز الاستقرار، وتحمي النظام الدولي»
