In a press conference before a NATO Ministerial in Helsinki on May 21-22, 2021, NATO Secretary General Mark Rutte expressed his support for efforts to prevent Iran from obtaining nuclear weapons and emphasized the alliance's commitment to enhancing its defense capabilities in the Gulf region. Mr. Rutte also spoke of NATO's efforts to boost its defense capacity and the importance of turning defense commitments into effective capabilities on the ground.
أكد الأمين العام لحلف الناتو مارك روته، دعم الجهود المبذولة لمنع إيران من امتلاك أسلحة نووية. وقال خلال مؤتمر صحافي في مقر الحلف قبيل اجتماع وزراء الخارجية المرتقب في مدينة هلسينغبوري السويدية يومي 21 و22 مايو، تمهيداً لقمة أنقرة المقبلة إن الناتو سيعزز التعاون مع شركائه في منطقة الخليج.
وأعلن روته، أن دول الحلف تكثّف جهودها لتعزيز قدراتها الدفاعية، وشدد على أن النقاش لم يعد يدور حول ضرورة زيادة الجهود الدفاعية، بل حول سرعة تحويل الالتزامات إلى قدرات فعلية على الأرض، داعياً إلى زيادات ثابتة ومستدامة في الإنفاق الدفاعي، ضمن مسار واضح لتحقيق هدف تخصيص 5% من الناتج المحلي الإجمالي للدفاع بحلول عام 2035. وأشار إلى أهمية تعزيز الإنتاج الصناعي الدفاعي على جانبي الأطلسي، إلى جانب تطوير القدرات القتالية للحلف، مؤكداً أن إعادة توزيع الأعباء داخل الناتو تمثل جزءاً أساسياً من ضمان جاهزيته المستقبلية.
وأوضح أن أوروبا وكندا باتتا تتحملان مسؤولية أكبر في الدفاع التقليدي، وهو ما ينعكس أيضاً في هيكل القيادة داخل الحلف، حيث ستقود أوروبا قيادات القوات المشتركة الثلاث، بينما تتولى الولايات المتحدة قيادة القيادات التخصصية، في إطار ما وصفه بـ«ناتو 3.0» - تحالف أقوى بأوروبا أقوى. واختتم الأمين العام لحلف الناتو بالتأكيد على أن «التنفيذ» سيكون العنوان الرئيسي للاجتماع.
وصرح روته: «عليكم الانتظار إلى وقت لاحق لما سيُعلن تحديداً، فلست مخولاً بالكشف عن ذلك»، ولكن روته شدد على أن هذا الإعلان لن يكون مفاجئاً لحلف الناتو. وقال إن النقاش حول هذا الموضوع بدأ قبل عام، وأدى إلى زيادة الإنفاق الدفاعي في أوروبا بهدف تقليل الاعتماد المفرط على الولايات المتحدة. ومن المقرر أن يجتمع وزراء خارجية الحلف غداً الجمعة في مدينة هيلسينغبورغ في السويد.
وأفادت الخارجية الأمريكية بأن الوزير ماركو روبيو سيشارك في الاجتماع لـ«مناقشة الحاجة إلى زيادة الاستثمار الدفاعي، وتعظيم تقاسم الأعباء داخل الحلف». وشدد دبلوماسيون على أن هذه التغييرات لا تعني تلقائياً أن الولايات المتحدة ستسحب مزيداً من قواتها من أوروبا.
